Bus Idling Class Policy

§1 – Proposed Law
Diesel buses are prohibited from idling for more than 3 minutes. Yet, this law is not enforced in New York City. For the first part of our proposal, we will describe the law that we believe is fair.
In our policy, all diesel buses are not allowed to idle for more than 1 minute in front or within 100 feet of a defined school zone. Penalties may result in fines of up to $1000 for the 3rd recorded offense (if first time, there is no fee. 2nd time is $400).
When school buses are en route to a bus stop, stopped at a bus stop, or on a trip, idling for more than 1 minute would be a violation of our law. Special exceptions include disable children’s stops, and/or if there is a fight in the bus. If these conditions occur, the maximum idling is 3 minutes. While en route to stops, idling fines can result in up to $500 if it is third recorded offense (1st time there is no fee. 2nd time is $200).
When buses are at their warehouse, or parking lot, idling is not permitted for more than 30 seconds. Fines can result in $100 the second illegality, and $250 the third.

§2 – Bus Company relations
All bus companies operating in NYC must sign a contract stating all employed bus drivers must comply with the laws set forth in ‘§1’. If a bus driver does not know about the fines after the contract has been approved, the company will be fined $2000, and the driver will acquire regular fines for idling.
Routine Questioning after idling will be:
PERSON: Do you know about the fines resulting in idling for more than 30 seconds within 100 feet of a school zone?

PERSON: (Yes) Well then you know that you have been fined $600
(No) Well than, your company has been fined $2000, and you have been fined $600.

§3 – Reinforcing the Laws
The NYPD will be responsible for checking the buses to make sure they don’t idle for more than 1 min. For evidence, each policeman must carry a camera. No driver may be fined without evidence. The NYPD is in charge of warning, reporting, and fining the violators.
Penalties are as Follows:
1st warning: A warning, Bus drivers will be told that they must not idle again, Bus name and number written down in log by the officer on patrol, who interviews the driver. If he/she isn’t aware of current laws and/or the driver is being bribed to idle, the company that he/she works for is fined $2000. *
2nd Warning: Bus Drivers are fined $100-400 for violating the law (no idling for more than 1min.).
3rd Warning: Bus Drivers are fined $600-1000, depending on where they are; a strike is recorded on their Drivers License; and a letter is sent to the bus company informing them about the Bus Driver’s Actions. *

*Information is stored on police site. Fine money is used to buy the auxiliary heater, and anything extra goes to help us plant trees and clean up the environment.
§4 Contract

I _______________ will inform all employed bus drivers working for _______________ and am aware that if the law is broken my drivers shall pay from $100-1000. If I don’t tell the drivers or bribe them to idle, I’m fined $2000.

§5 Additions
In addition to the law, an Auxiliary heater costing $80 will be installed. The money will be raised by students and fines collected by the NYPD.
